    Er, perhaps not!

    Heathrow bosses knew an inch of snow would cripple airport - Telegraph

    Heathrow's limited "plan" to deal with snow should not have been a surprise to the Government, as it was drawn up under orders from the Department of Transport and Philip Hammond, its Conservative Secretary of State.

    The airport agreed the plan following the Government's "Winter Resilience Review" in July which was set up after last winter's weather chaos. Heathrow said it was "sourcing additional snow clearing vehicles; additional de-icer providers for greater certainty of supply (and) had increased its storage capacity for de-icing products".

    New Govt was only formed 6 months - they got far bigger problems on their hands with black hole in the budget, do you really think it's Govts job to deal with private companies responsibilities to maintain service levels?

    The guilty parties are in this order:

    1) BAA
    2) CAA for not forcing BAA do their job properly
    3) all sort of tax "avoiders" who take the piss with offshore schemes thus depriving budget of revenue that could have been used to deal with BAA

      November's national accounts, released last week, were shocking. Government spending last month was sharply up on the same month in 2009 – yes, up! British state borrowing is still escalating, with the national debt rising very quickly.
