Buck passing

I got an email from the PM today as the Ops team say they are waiting on some requirements from me to make a data change. The problems I have with this are

a) They were told weeks ago to make the change and I have heard nothing
b) They made a similar change some weeks ago with no requirements
c) When they asked me last me for requirements I pointed out a) + b) and asked them what it was about their task that was unclear or needed specifying. Again I heard nothing.
d) They are simply passing the buck

Bench looms 01/04 and I cannot wait.
