I can't tell where it's taken from, assuming it is real. It seems to be getting dark at the right time there though, wherever it is, as Japan is 9 hours ahead of us and it's about sunset there now. Lights are on.

Hmmm, it's a webcam of a power plant of the town of yainazu (just look at the url folks) in the province of Fukushima. So it's a load of tulip...
