    So as it stands rich overseas students can buy a place at a UK university but rich UK based residents cannot??

    More bonkers than that; rich UK students can buy a place at many foreign universities and take their dosh elsewhere.

      Of course, entrance could be on merit, and then charges made accordingly, but I don't expect the universities would like to lose the overseas fee rates.
