    It appears that he wants to spend a vast amount of money on a new computer system to do something not very useful.

    If only the government of the day has seen fit to subsidise the British IT industry in the '60 & '70s instead of throwing money at failing coal mining, steel making & car manufacturing.

    Typically stupid idea, as you say it would be ludicrously expensive. Much better to retain the money and cut tax correspondingly. Unfortunately it will be popular, especially with these who never paid taxes to pay for the bail out in the first place.

      simple solution?

      Just write to the banks to tell them that the interest rate for their loan is now the same as the average unsecured loan rate to their customers, please contact them to discuss a repayment plan for the money they owe and that this letter of advice cost £30 Billion. If that fails send in the debt collectors.
      Always forgive your enemies; nothing annoys them so much.
