        Waste of time threads

Form a task force and steering commitee to assess whether waste of time threads are a waste of time.

Pay everybody on the committee very well at the tax payers expense and after 6 months come back with the resolution that waste of time threads may or may not be a waste of time and further evaluation is needed alongside realistic targets.

Form another committee to create benchmarks for targets.

i still find the highly paid "Ford Focus Group" of 1999 makes me smile.

They were employed at a cost of millions to come up with new names.
