IR35 enquiry count

I was reading a contractor newletter from an organisation that provides contractor advice and services which had a statement reg the recent IR35 FOI request

If the total number of enquiries opened since 6th April 2006 is
only 322, yes 322 in 5 years, where did all the organisations claiming
to have fought, won or defended thousands of cases get their
figures from?
