maybe your hotel discovered that a lot of people end up with food poisioning after eating the food there so end up stuck on the sh***er and need to call the emergency services

What do you mean 'foreign hotels' ? All good hotels have phones in the bog. what kind of cheap hotels do you normally stay in?
