    In other words, the message was ready and waiting for someone to click on 'OK'.

    I think it might be good to start a 'Ratings Agency Ratings Agency', called, perhaps U&I for 'Unstable and Inconsistents' or 'Irrationals', with the mission of rating the value of rating agencies' ratings.
