    Stakeholder management

    My mate has just been on the phone. Poor sod is really suffering at the moment. He is working as a BA and has just delivered a bunch of F-Specs for a phase 1 part of his project. He worked really hard with the stakeholders, did requirements gathering workshops, draft F-Spec, worked collectively on creating business scenarios to leak test the F-Specs and did a final presentation back to the stakeholders. Everyone happy. Sign off expected.

    So he has now moved onto phase 2 F-Specs in the same manner (his project is pretty fast paced he tells me) and weeks later they are still refusing to sign off the phase 1 F-Specs. Broadly it sounds as though the stakeholders have changed their minds on what they want, have now invited other previously unincluded individuals in to comment.

    Not sure what to tell him. It does sound unreasonable given that he was told his stakeholders were decision makers and now it looks like they actually aren't. And given that he is now on phase 2 stuff it's too late to reopen the phase 1 discussions. And development has started, even without sign off!

    Any suggestions from the panel?

                  He has escalated and heard nothing back.
                  Project sponsor is the one telling everyone not to sign off.
