                    No it isn't a newspaper thing. It is a Labour mantra, still used by Labour, and is a euphemism for redistribution or dumbing down (AKA "devil take the foremost").

                    Dawn Primarolo used it a lot when implementing IR35, which is why contractors have remembered it ever since.
