Looks too much like stealth internet censorship to me

It looks like it, but I'm not sure that it is. Having young kids who have to grow up in this world has skewed my views slightly.

Wait until they are old enough to get mobile phones. I've been shown some pictures of what their "friends" send them.

If I was to go through the whole raising of the kids thing again, the things I would definitely do:

No TVs in bedrooms
No Broadband internet- esp wifi & limited to single 'puter downstairs
Cheap as chips emergency use only phone

Fook any peer pressure
Fook ICT lessons in schools - emphasis should be on reading & writing
