Must be a typo, unless they're relying on finding some project manager who has just got out of prison for kiddie fiddling or something and can't find a suitable contract elsewhere (if they're in the kind of work that requires criminal record checks).

They might be advertising to demonstrate they've sought candidates on the EU market but couldn't find anyone, which opens the path for bringing in someone on an intra company transfer.
And what exactly is wrong with an "ad hominem" argument? Dodgy Agent, 16-5-2014

That seems the most likely explanation.

I called a gig a few months ago that were looking for Senior Service Managers with budget responsiblity for £180 a day. First thing I asked about is the rate and the poor agent (did I really say that??!?!?) sounded crestfallen. Very apologetic and sounded as pissed off as I was but insisted that is what the client is looking for. Pointed out only bobs would consider that rate and she just sighed. Actually felt sorry for her at the end.

Agents are not pleased with this carry on either it seems.

It might be an ICT thing. Or it might simply be a cheap company who looked at what their permie PM's salary was and calculated a pro-rata rate from that... £135 for 48 weeks is £32k which could well be a PM's salary.
