    Its outrageous. I thought they had the central purchasing website to stop this happening. the one where you can only tender if you have £10Million turnover. I suggest they ban any company that did this from ever supplying government again. problem is I bet its the usual suspects.

      Presumably it's one of those daft situations whereby if they spend less than their allowance one year then their grant is reduced accordingly the next (and no doubt some had a backhand from the suppliers).
