Yes, because punishing someone for their beliefs changes the belief rather than enforcing it. Oh....
It's not a question of punishment so much as demonstrating forcefully that the world at large disagrees and won't put up with it. For most of these people these aren't strongly held beliefs, just something they pick up as part of a tribal allegience. Once they realise they are in the minority they'll choose to join the majority rather than feel left out.
