              Ah, so they're not being 'charged'. The rent is the same as it always was. They're entitled to less housing benefit because they no longer have their daughter. Very sad, but I don't think it's wrong.

                Is this a regular house where the tenants are on benefits, or a special council house where the council allocate people to the house?

                In the former case, you're a bit stuffed in this sort of situation or even if someone leaves home - you basically have to move?

                  It's the former. Social housing tenants in under-occupied house get less housing benefit. That's why they're having to pay more.
