Budget 2013: workers may able be able to trade in some employment rights for shares

workers may able be able to trade in some employment rights for shares in a business. These shares will be exempt from capital gains tax

Any comments on that - a nice loophole to avoid paying hector?

      been proposed before.

I expect to see bigcorp payroll ltd to spring up, This employs all the staff and issue shares in BigCorp Payroll then remove all employment rights. This supplies services to BigCorp

Then when times get tough the Payroll ltd gets closed and the shares are worthless.

sure a few other options could be thought up.
