There appears to be some debate about whether Scotland can keep the pound. I'd suggest they can have Scottish pounds and a free floating exchange rate. If they want to peg it that's up to them.

Except you'll need to keep a massive stock of them to back your currency up. Currently, all Scottish notes are backed by English ones, I can't see the BoE allowing that to change.
