Its an award that you give to cities that are complete tulipholes and could do with some tourism or something to give them reason to clean the place up a bit. Winning for 2017 allows them time to build some new 'contemporary' phallic concrete buildings and for public officials to pocket hundreds of thousands of pounds through their own private service companies.
