England-wide figures show rough sleepers are up 37 per cent since 2010

It might serve as a better deterrent if they did show what life could possibly be like here.

No. 1 - as it says 'unrecorded.' So there is no actual proof, just heresay. Even in the article they can't prove it so its a bit misleading...
No. 2 - I've known homeless British people to live on these as well

Still, a leftie liberal media doing the UKIP's and DM's (i.e. rumour mongering) work for them shows a change in attitudes, possibly
Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.

Out of kindness we should move them to Scotland, they'd fit in better
Socialism is inseparably interwoven with totalitarianism and the abject worship of the state.

No Socialist Government conducting the entire life and industry of the country could afford to allow free, sharp, or violently-worded expressions of public discontent.

It might, but since the early 70s many rich countries have introduced lots of 'deterrent' laws and there's no evidence that it's made any difference at all to immigration levels.

I kinda guess that is not the reason.
