Professional representation when dealing with HMRC

I am currently trying to reach a settlement in respect of a loan based scheme for which there has been a FTT ruling in favour of HMRC (Sandfield/Consulting Overseas).

As the organisers of the scheme are long gone, I have been trying to find professional representation, to help negotiate with HMRC as the levels at which tax has been applied (43% on all amounts received) plus the inclusion of Transfer Of Assets Abroad that appears to adds an somewhere in the region of 20% to the sums I received.

Can anybody recommend a professional body or person that I could help me reach an agreement with HMRC?

Is penalty just because of ToAA or for another reason?
