    Maybe we could read through the history of the Union of Soviet Socialist Republics and get some ideas on how best to break up a union of states?

    USSR was a sovereign state, so it's not really relevant.

    It was a conglomeration of separate countries held together by a central dictatorial body who held sway over member states based on fear of what would happen if they left.
