      Erm, very low costs ARE the incentive, the only extra thing needed in these countries is political guarantee corrupt officials won’t raid the company (usually that is easy since in the poorest countries bribes are not very high either)

      The fact that Bulgaria is pretty poor guarantees they won’t do Brexit anytime soon

      Execs can live in France/Italy and commute
