It's in the fooking article that I've linked:

"Boris Johnson has insisted that Britain will still claw back £350m a week after leaving the EU, with much of that money preferably being spent on the NHS, as he warned critics of Brexit against treating 17.4 million voters as fools.

The foreign secretary repeated the controversial claim of the Vote Leave campaign in a 4,000-word article for the Daily Telegraph, in which he said that exiting the EU could be a catalyst for reforming the country’s tax system."

The Isle of Man is a crown dependency and is neither part of the EU or the UK. Its relationship to the EU is akin to what the UK's will be after Brexit - needing to conform to EU rules in order to have access to its market - but with no say over those rules. You will shortly, possibly, have this man in Downing Street when he doesn’t even understand the boundaries and status of parts of the British Isles?
It's UK red tape that the IoM Kipper guy is obeying, not an EU regulation. It's prawn cocktail crisps all over again.

No it isn't, because he never said that the NHS would get £350m extra per week.

“And yes – once we have settled our accounts, we will take back control of roughly £350 million per week. It would be a fine thing, as many of us have pointed out, if a lot of that money went on the NHS”

Probably the rule on Kippers was something Boris suggested in a cabinet meeting a couple of years ago.

So, where does Boris Johnson say that the NHS will receive an extra £350m per week?

If you are going to post a response to a question, which I assume you have done, it might be of benefit if it actually answers the question posed.
