No, I'll only give references after an offer, I thought that was what was being said here.

I give after a successful interview with the client and a confirmation that I get the contract.

Do you really want to admit that?

Ah fair enough. Yes, that's the general point of the topic - agencies are claiming they need two references before they can send your cv to the client. Amazing how many candidates still fall for it.

Yes, after a successful interview with the client, they need references to check if the skills are true in the CV. After the confirmation they send the contract to sign. Simple.

No they don't. Your level of skill is evident from interview. And as a contractor you can be binned with 2 minutes notice. The client may need references but not the agent. they just want references to tap up about potential roles they hope to fill.

                Yep.

Now I use fellow contractors with "manager" in their role title.

Yes, the level of skill is evident from the interview. In my case was the client who contact the references, I know because the references forward me the email with the work history confirmation.

All the process from the agent to the client was very professional.

And that's how it should be, no need to give an agents references before they can submit your CV for a role.

References are a bit of a moot point these days anyway; a lot of places can only give factual indications about the start and end date, etc., so performance-related referees don't count for tulip.
