Considering that the IS local religious authorities have published guidelines on how to exploit the female slaves they take and even what can be done with the pre-pubescent ones a 15 year old certainly won't be viewed as a child there.

It's a "cultural" thing and if these young women went there without recognising what's in store then they will be in for a sharp lesson.
