    The 1961 European Social Charter is nothing to do with the EU: it's a Council Of Europe treaty. The date "1961" is a bit of a giveaway, as that's long before the UK joined the EU (then the EEC).

    In fact, the UK has been a member of the Council of Europe since its founding in 1949. It was first proposed by Winston Churchill in 1946 (though he mentioned the idea in a broadcast in 1943), and established by the Treaty of London.

    So Hamface's EU referendum is going to do precisely nothing for you in this case.

    Oh, and if you bother to read the actual report, its findings on this subject are primarily saying children shouldn't work more than 30 hours a week during school holidays, while UK law currently allows for 35 hours. The couple of hours a day working paper rounds in term time, though they're mentioned in the relevant chapter, don't actually appear in the conclusion as a matter of concern.
