      Typically only a Change Manager or the CAB should be asked to determine that, but then I come from an Avionics background where proper Change Control mattered.

      Sadly PMs especially in IT often think they personally can determine what does and does not constitute a change especially if their piss poor planning meant they forgot to factor in the change approval leads times so are now cutting corners
      So now I am worried, am I being deceived, just how much sugar is really in a spoon full!
