    but if you are really upset and really want to go legal then start calling it harassment.

      What happened to the losers? Legal costs can be pretty high, especially for the other side which is spending somebody elses' money (taxpayers)

        It's still a disincentive to councils, because it makes it more likely they'll have to cut services or raise council tax, neitherr of which is popular.

            Can we check something - are you talking about the Dart (as per your first sentence) or parking charges as per your title?
            Follow up question is the invoice from the council or from a third party?
            Question 3 (the one that always seems to upset people who receive these invoices) - what facts are you withholding from us?

                  Is this your latest get rich quick scheme - suing people?
                  You want to sue someone for something, but you don't know who or why.
                  Most parking charges are outsourced, so you'd need to look at the letter you received. If it's not a parking charge, then you'd need to look at the letter and contact the relevant agency, armed with the evidence of your innocence.

                      Did you have trouble reading the letter, to ascertain who sent it?
