Not true in this case. This senior management team weren't put in place by Obama. So they aren't necessarily Democrats.

The US State Department is pretty left-wing by US standards.

Maybe Trump will quite welcome a clear out, and use the opportunity to appoint a new management team (if he is entitled to).

+1. It's the people who know how to actually get anything done. Which levers to pull, etc. Fairly important. Like a factory floor where all the mechanics quit.
