          It's the people in the middle who will be squeezed which is where everyone is complaining.

          If you are very rich like the Duke of Westminister you will put everything in trust and avoid paying.

          If you are poor so have no assets the state has no choice but to pay.

              Dilnot costed out. Capping the costs to a maximum of 35,000 would cost 1.7 billion

                    Could this be a Yes Minister Sir Humphrey type crafty ploy to announce some dire sounding policy, only to obtain kudos from relieved voters when a subsequent U-turn is announced withdrawing it?                     Also, a common factor in these yoyo policy announcements and U-turns seems to be Philip Hammond. So doubtless he's for the chop after the election!
