Could this be a Yes Minister Sir Humphrey type crafty ploy to announce some dire sounding policy, only to obtain kudos from relieved voters when a subsequent U-turn is announced withdrawing it? Seems possible, although it would rather spoil Theresa May's self-declared "strong and stable" image.
Also, a common factor in these yoyo policy announcements and U-turns seems to be Philip Hammond. So doubtless he's for the chop after the election!
