It's not about speaking to tourists/customers.
Stop twisting it to suit your hatred of foreigners, because if you dropped that for a second, you could far easier twist his words to say that he is doing exactly what you'd like the UK to do. But that would mean you'd be saying a foreigner got it "right" in your mind.
Both of which are not what his little pass-remark at the end of the paragraph were about.

....and renegotiate 75 different trade agreements to simply replace the ones they lose by leaving the Customs Union.
So the EU will still dominate everyone's life just as Europe has dominated British life for centuries.
