        Nah, it specifically says 'New Contractors' in the first paragraph. No reference to tulip or failed contractors so won't apply to PC.

          What does one have to do, or not do, to be eligible for this Working Tax Credit? What's the idea behind it?

            To be fair, PC is a BAU monkey disguised employee, so when he is in work, he should of course get WTC to supplement his pay. I have no issue with that at all, if it encourages him to get off his arse and become a useful member of society.
