                No they don't, although it has become a somewhat clichéd accepted truth. Otherwise newborn babies and adults with very severe intellectual disabilities would either: a) have responsibilities; or b) have no rights.

                To take another viewpoint, for an adult without an intellectual disability: a contemporary view of trade unionism in liberal democracies is that an adult has a right not to join a trade union, but there is no obvious responsibility that comes from that.

                It is true however that we have both rights and responsibilities.
