Not quite sure how you can jump to it being related to immigration however it doesn't seem like anyone has done any great investigations into the subject, so as usual lack of proof is used to argue its not related to anything the researchers don't believe. Something is happening - I wonder what?

Well, the way to see if it is connected to immigration is to compare it with changes in infant mortality in other countries.

I suspect it's the funding of the NHS that's the causitive factor here, rather than immigration.
