      A refund is generally defined as money returned due to dissatisfaction with a product or service provided.

      Much of it is covered legally by the Supply of Goods and Services Act 1982.

              It's not a refund, it's a correction for underpayment. The problem came to light in December 2016, and they started making payments in Novermber 2017, it's just taken them this long to work out the full scale of the problem and admit to it.
