The business and economic case for an M4 relief road around Newport seemed to be very strong. However, the WA decided not to proceed on the basis that the damage to the environment was too great. OK. But now today as an alternative, the advisors to the WA have proposed that a permanent 50 mph speed limit around Newport, backed up by average speed cameras, is the way to counter the congestion. With the advent of increased traffic as a result of Severn bridge tolls being abolished, we now have a proposal for reduced speed limits. Average speed cameras bring in revenue you see, whilst building a relief road doesn't. Forgive me for being cynical!
