Mat Hancock is going to stop the public doing their daily outdoor exercise because people like the Chief Medical Officer of Scotland don't think the rules apply to them.

(Yes I know Matt Hancock is only responsible for England but the Chief Medical Officers of the UK countries virtually always show a united front and lockdown guidance is coordinated. )
