He and his family needs extensive pardons before he leaves office - and I doubt blanket pardon (for any crimes ever done or done in the future (by continueing to evade taxes) would stand legal scrutiny, even if Pence does it in the first place - that might doom his career which he certainly cares about a lot.
And then there are usually state crimes that mirror federal crimes but can't be pardoned.Comment

As of today, July 10th 2017, Trump is involved in about 4,050 lawsuits. Of these 1929 cases were filed against him, the rest were filed by him.
