      Sorry I was meaning a kingpin not a runner.

      Agree completely that runners and addicts feeding their habit are frequently using bicycles they probably won't have any lights so a nice safety push at night confiscating bikes without lights or with known drug / burglary offenders on would help. Get them off the road if possible.

      But even the street dealers are finding it hard
