    Sure, but then what's the point of Tier 2? It's wasting time, especially as you won't know if it works as you'll have all the delayed cases from 1-2 weeks ago negatively impacting your daily numbers.

    This is similar to trying to control a system with a big lag. You see a response which has an error, so you tweak the control signal to alter the response, but due to the lag nothing changes. You make a bigger change to the control signal expecting a change in the response, but yet again nothing changes. So in the end you either bringing the control signal to 0% or 100% trying to "force" a change and then at some point all the tweaking you've been doing finally "catches up" and you end up with a huge change and a massive error. This is why so many has been saying you need proper track and trace badly to predict what might be happening in two weeks time and start your "tweaking" early on. Bringing measures like this tier system is too little too late and leads to bad decisions later on based on untrue assumptions (ie. whatever we introduced isn't working now, so we need more drastic measures).

      Still won't change much. It's the young dickheads that are flaunting the rules and not applying any common sense whatsover but it's not the young dickheads that are dying. It'll mean it will get much worse for everyone.. except them.

      IMO need to start fining them a fortune for flaunting the rules. If they want to keep this going they can ******* pay for the fall out. Get those that lost their jobs in to uniform as an army of finer enforces. People get work and paid, govt coffers get a boost and the idiots might start learning their lesson. Win win alround.

        This. Direct personal impact is the only thing that will change many peoples actions. I suspect a few of those flouting the rules wouldn't even care if it was one of their elderly relatives who ended up in ICU.

            Or, also, we can try and catch flies with honey. Let's put all these dickheads on cruise ship (which are all empty now so plenty space) for a month. They catch the virus, they recover, and when they're ready to come back on land....we just bomb the ******* ship. Who needs those dickheads anyways.

              Have they defined what they mean by "London"?
              Is it "Inside the M25", is it a list of boroughs, is it central London? Is it "Everywhere controlled by the mayor"?

              I can't find a simple answer.

                It seems to be a bit of a mix. According to this page: Local lockdown rules: Check Covid restrictions in your area - BBC News Claygate is in the restricted zone but Epsom for example isn't.

                I'm sure it's all a very clever master plan.

                  London is the Greater London area so if you vote for the Mayor of London you are included.

                  Also included is the County of Essex and Elmbridge in Surrey.

                    Elmbridge borders parts of SW London (Richmond upon Thames and Kingston upon Thames) and is inside the M25 so they asked to be included.

                    Essex borders parts of NE London (Havering, Redbridge and Waltham Forest) with high rates and has the University of Essex within its borders so asked to be included

                      Claygate is in Elmbridge, Epsom is in Epsom and Ewell.
