Dont be silly. Israel or USA will not assasinate top targets in such broad daylight attacks in the middle of the road. They would use a proper operation leaving behind no trace.
This looks like crude IS type target, some organisation based in Iran itself maybe.
Israel & USA would not do it themselves but they would pay locals to do it.
