The British Bankers' Association said that customers withdrew £2.3bn in January, the biggest drop since records began.

It's being used by parents to help their unemployed/student children, by people to pay off debts, including mortgages etc. There is simply no incentive to save at the current interest rates, but there are very good reasons to clear debts.
