Seems like a good idea to me, because it discourages dishonest people (those who would overstay their visa) from coming to the UK.

It probably discourages a lot of honest people too, but opens up a legion of possibilities for shady money lenders.

This only makes sense for students etc - sensible decision actually, if it causes less hassle to get visa.
