Philip Hammond was on the Andrew Marr show today (catch up on BBC iplayer), where he referred to loan schemes as "illegal avoidance". Ignorant or not, he should not be allowed to criminalise over 50k people when no court has ever said schemes were illegal. And the chancellor should know the difference between avoidance and evasion.
