He thinks companies have still got plenty of time to prepare but is concerned that the government is letting Brexit get in the way of communicating about IR35.

    He's right, no doubt. The problem is something else is going to be necessary. As long as a tax system has significant imbalances, people will find a way to take advantage of them. The key is to reduce the imbalances.

    The other problem is that IR35 goes too far to redress the balance and is punitive, which exaggerates the imbalance, providing extra incentive for people to find away around it.

    As long as there is a huge imbalance between taxation of different forms of income, people will look for, and find, ways to get some of their income categorised as the lower-tax form of income. It's the real world. HMRC can stand on the sea shore and tell the tide to stop coming in, but until HMG has the guts to either reduce the imbalances or admit that the imbalances serve a useful purpose and defend those who benefit from them, we're just going to go round and round on this. Some people will find a way to cheat on the rules, others will find a way to get on the right side of the rules, and it will be too many for HMRC to be happy.

    They think they've won, because of the end of the usage of PSCs by many clients. Within 2-3 years the market will have adjusted and they'll still be griping about how many PSCs are outside IR35.

        and that really sums up any official statement from civil servants and anyone who could be considered as part of the establishment.
