        I think the issue, as raised above, is that:

        The client will still determine the role inside so it has to be taxed accordingly;
        Agencies will not deal with a partnership because the ownership and tax arrangements fall outside their comfort zone.

        Get over those two and there's no point having a partnership as it would be BAU.
