IR35 has destroyed small start ups ability to get work

There is no denying that IR35 legislation has negatively affected the ability for small start up companies from gaining additional work. Clients are terrified of hiring contractors now and all because the government is greedy and wants tax sooner, rather than waiting for personal tax payments they want PAYE instead. Greedy government is destroying the ability for small businesses to start up and scale instead forcing companies to start at a certain level or they are forced in to an employee role.
