      No it doesn't. There are many questions and, except for the question about a substitution already operated (outside) or the question about being an office holder (inside), no single question puts your inside or outside.

      Anyway, good luck with your client-led status disagreement process. You never know

        Yes you are right and obviously I cant list every question but it was the equipment which is the deciding factor, does tools constitute equipment not just a hand tool etc it's very grey area.

          Not really as a number of posters have indicated. You are right about it noy covering just hand tools. Will you be expected to provide everything needed including still like welding gear and other specialist kit? Cranes, plant equipment etc? No... So you won't be providing all the tools. A business delivering a product probably would, which is what the CEST was designed for.

          Argue it all you want. You've had our opinion. If you think we are wrong the go ahead and dispute it. It still isn't enough to make an outside gig in or vice versa.
